Recreation Assistant (Beach Captain)
EMPLOYMENT STATUS: A flexible employee is one who serves in either a continuing or temporary (time limited) position, on a scheduled or unscheduled (as needed or intermittent) basis, up to 40 hours per week. Flexible employees are not eligible to participate in the CNIC benefit programs, nor are they entitled to earn or use leave including military leave, court leave, sick or annual leave.
SCHEDULE: Include days, nights, weekends, and Federal holidays and average 29 hours per week.

DUTIES: Serve as the Beach Lifeguard Captain and ensure continuous observance of swimmers in the beach area to ensure the safety of patrons. Rescue swimmers in trouble and promptly administer the proper first aid when required. Alert advanced emergency medical personnel as necessary. Make sure that the rotations go on time and that lifeguards are rotating according to the set up rotation and may relieve guards on duty. Lead training and fitness for ocean rescue lifeguards. Interact with the station Weather Department in order to enforce policies and procedures pertaining to weather conditions. Assist in any needed clean-up of the beach area and the lifeguard ocean facilities. Ensure that beach equipment, including the beach vehicles, is properly cleaned at the end of each workday. Prepare accident and incident reports as required by facility Standard Operating Procedures (SOP). Incumbent provides assistance to facility patrons regarding beach operations and policies. Provide customer service in a polite and pro-active manner. Observe surf conditions. Watch for unsafe rip tides, surf or shark dangers. Warn patrons of hazardous conditions and control flags. May serve as the “Manager on Duty” (MOD) in the absence of the Aquatics Coordinator, this may include MOD for pool/fitness center operations. Takes daily inventory, cash counts and completes Daily Activity Reports (DAR’s). Perform other related duties as assigned by the Aquatics Coordinator.
WORKING CONDITIONS: Work is performed outside in a normally warm to hot climate. Incumbent must be physically able to remain outdoors for a minimum of 8 hours. The incumbent is subject to sunburn, heatstroke, cuts and bruises.
QUALIFICATION REQUIREMENTS: Must possess and maintain the following certifications:
• International Life Saving Federation or Red Cross Waterfront (Completion of U.S. Navy Rescue Swimmer School or U.S. Navy Basic Underwater Dive School is also acceptable) ;
• Must hold a current American Lifeguard Instructor Certificate or other internationally recognized lifeguard certification.
• CPR for the Professional Rescuer and Emergency Response through the American Red Cross or equivalent; and
• Blood Borne Pathogens.
Must be able to pass an initial and recurrent physical agility test. Must be able to complete an ocean run swim run event (1/4 mile run, 500-meter swim, 1/4 mile run). Must be able to complete a 500-meter swim in less than 10 minutes in a controlled environment. Incumbent must have a pleasing personality and be able to meet the public and diplomatically enforce beach regulations. May be required to have a valid driver’s license to operate the government vehicle.
Selectees 18 years of age and older must satisfactorily pass CYP background screenings prior to employment as well as a National Agency Check with Inquiries (NACI every 5 years). Employees under 18 must satisfactorily pass CYP background screenings prior to employment as well as complete a base access CLEOC.

· Notification indicating eligibility for RPL2.
2. Military Spouse Preference (MSP): Qualifying spouses eligible for MSP are spouses of an active duty military member of the U.S. Armed Forces, including members of the National Guard or Reserves on active duty. The marriage must have occurred before the military member received official permanent change of station (PCS) orders to the installation listed above. MSP is applicable only when applying for NAF positions at the NF-03 and below and equivalent craft and trade (CT) positions.
To claim this preference, you MUST:
- Submit sponsor’s PCS orders to installation you are applying for; AND
- If you are not indicated as a spouse on the PCS orders, you MUST submit proof of marriage prior to PCS.
3. Veteran’s Preference/Gold Star Veteran's Preference: Qualifying military veterans, and spouses/parents of deceased veterans shall be given employment preference over non-preference applicants if they are equally qualified. Preference applicable for positions open to external candidates.
To claim Veteran's preference, you MUST:
- Submit a copy of your DD-214 (member 4 copy); AND
- Submit completed SF15 from the Veterans Administration (VA); AND
- Submit any other supporting documentation (disability, official statements, proof of service, etc)
