POSITION: CHILD & YOUTH PROGRAM ASSISTANT, CY-1702- PAY BANDS I – II. This announcement covers three levels: Entry Level (GSE-02), Intermediate (GSE-03), and Target Level (GSE-04)
STARTING PAY: Entry Level is $13.53 Intermediate Level is $14.80, and Target Level is $16.61. New hires will be placed into the appropriate level based on proof of qualifications and experience. Employees are promoted to the next level upon completion of training and work experience.
EMPLOYMENT STATUS: FLEXIBLE STATUS. A flexible employee is one who serves in either a continuing or temporary (time limited) position, on a scheduled or unscheduled (as needed or intermittent) basis, up to 40 hours per week. Flexible employees are not eligible to participate in the CNIC benefit programs, nor are they entitled to earn or use leave including military leave, court leave, sick or annual leave.
SCHEDULE: All shifts available between 5:30 am to 7:00pm. Schedules are up to 30 hours per week, schedules are subject to change based on managements need to meet staff- to-child ratios.
LOCATION: This announcement covers positions to building 2287. Employees may be reassigned to any one of the CYP programs at management’s discretion.
AREA OF CONSIDERATION: ALL SOURCES
DUTIES: The purpose of the Child and Youth (CY) Program Assistant is to provide appropriate developmental care and instruction for children and youth ranging in age from 6 weeks to 18 years in one or more CY programs. The incumbent works under the direction of the supervisor, who provides guidance on scope of assignments and assistance on more complex, non-routine problems. Work is reviewed in terms of results achieved and adherence to established standards and procedures. Routine day-to-day assignments are normally performed independently with technical assistance available from the supervisor when required. Routine assignments are spot-checked; the more technical assignments are closely reviewed for adherence to policies, procedures, and instructions. The duties and responsibilities of the CY Program Assistant have been grouped into categories, including curriculum, indoor and outdoor environment, interactions and relationships, supervision of children and youth, parent and employee communication, assessment, compliance, and additional responsibilities.
QUALIFICATION REQUIREMENTS:
- ENTRY LEVEL: Prior experience working with children and/or youth preferred. At least 18 years of age and a high school diploma or equivalent. PROOF OF EDUCATION IS REQUIRED.
- Speak, read and write English.
- Ability to follow verbal and written instructions.
- Ability to communicate effectively orally and in writing.
- Ability to complete all DoN training requirements within the specified timeframes, including orientation, initial, Standardized Module Training, and ongoing training requirements (such as First Aid/CPR).
- Ability to promote and foster effective working relationships with children and youth and co-workers.
- Ability to work cooperatively as a member of a team.
- Ability to obtain a food handler’s card.
- Ability to favorably pass a pre-employment physical, provide evidence of immunization and be free from communicable disease. Must be able to lift up to 40 pounds.
- INTERMEDIATE LEVEL: Six months experience working with children or youth in a child or youth setting
- AND completion of child abuse modules and modules 1-3 of the DoN Standardized Module Training.
- Knowledge of basic child and youth development principles as they relate to children and youth’s physical, social, emotional and intellectual development.
- Ability to implement developmentally appropriate child and youth development principles and practices under immediate supervision to provide direct care, education and development for children and youth, individually or with groups of children and youth.
- Ability to interpret a curriculum or activity plan and follow written instructions.
- TARGET LEVEL: A Child Development Associate (CDA) credential or Military School-Age (MSA) credential or a 2-year degree in a related field. New hires at this level must complete the Navy module program within 18 months.
OR
Completion of the DoN Standardized Module Training AND 12 months of experience working with children and youth.
PHYSICAL REQUIREMENTS: The work requires considerable walking, standing, bending, stooping and lifting up to 40 pounds. Activities may require incumbent to drive an automobile (to include driving a government vehicle while transporting children). However, most of the work is done in classrooms or activity areas, and no special, physical demands are made upon the incumbent.
Conditions of Employment:
Incumbents must satisfactorily complete all background checks, including a fingerprint check, a National Agency Check with Inquiries (NACI), and a State Criminal History Repository (SCHR) check for childcare positions. Incumbents must also meet all requirements for military base access, and satisfactorily complete a Local Law Enforcement Agency Check (LEAC), as well as the following components of an Installation Record Check (IRC): a check of the Alcohol and Drug Management Information System (ADMITS), a check of the Family Advocacy Program (FAP) records, and a check of the Naval Criminal Investigative Service (NCIS) Consolidated Law Enforcement Operations Center (CLEOC). Per Department of Defense Instruction (DoDI) 1402.05, Background Checks on Individuals in DoD Child Care Services Programs, incumbents will be automatically disqualified for a conviction in either a civilian or military court (to include any general, special or summary court-martial conviction) or if they received non-judicial punishment (under Article 15 or chapter 47 of Title 10, U.S.C.) for any of the following: a sexual offense; any criminal offense involving a child victim; or a felony drug offense. Additionally, the incumbent will be automatically disqualified if he/she has been held to be negligent in a civil adjudication or administrative proceeding concerning the death or serious injury to a child or dependent person entrusted to the individual’s care.
This position has been identified for pre-employment and random drug screenings, in accordance with DoD’s Drug Free Work Place program. Marijuana is a Schedule I drug under the Controlled Substances Act and therefore use of marijuana is illegal under Federal law regardless of State laws. A positive drug test result for marijuana (or any other drug tested for) will result in withdrawal of the tentative job offer and ineligibility to apply for a position within the Department of Defense for 6 months from the date of the drug test.
*This position is subject to special inoculation and immunization requirements as a condition of employment for working with children. Employee is required to obtain appropriate immunization against communicable diseases in accordance with recommendations from the Advisory Committee on Immunization Practices, which includes the influenza vaccine.
